Can I set a fixed amount?

If your payment provider supports pre-set amounts in the URL (Stripe does), yes. Otherwise the customer enters the amount.

Is this PCI compliant?

The QR code just links to your payment page. PCI compliance is determined by the payment processor you use, not by QR Generators.
